Yes, but ginger powder is more concentrated. The general substitution is 1/4 teaspoon of ginger powder for every 1 teaspoon of freshly grated ginger. However, they are not identical — ginger powder has a more intense, warmer flavour while fresh ginger has a bright, juicy heat.
